The governor may have reminded the state's bureaucrats of the law, in "an abundance of caution", prior to the election in order to not appear partisan in her official duties and generate any more votes for poor picked on BHO.
You’ll also note that the “sealed” language is that of the author of the report, not any state official, nor even their “confidential source”. IOW, I think it’s a bit of hyperbole, or to be a little kinder “journalistic license”.
