The certificate of live birth *is* the birth certificate (Long form). The certification of live birth is also a birth certificate, aka the "Short form" or more descriptively, the "abstract form".
However, the announce would have been triggered by the filing of the original birth certificate, which does not necessarily have to be signed by a doctor and/or hospital registrar. They can be filed by the parent, or grandparent, with the mother's signature, and that of a "witness". That could have been Grandma Toot, and they could have filed it upon a return from Canda or Kenya, adjusting the birth date a bit to comport with the filing date. The purpose, to make little BHO Jr, a *citizen* of the United States, an important thing, even to leftists, in 1961, also the birth announcement would lend some "honor" to his mother, since he father apparently wasn't really enthused about marrying her and wasn't really in baby Barack's life, even before he left Hawaii for Boston and Harvard. Plus there is evidence, placing BHO and his mother in the Seattle area during his first year and then some, which brings it pretty much up to the point where BHO bugged out for Boston.

There was a notice published in a Hawaiian newspaper of his birth, but it could have been placed there using information on the certificate certification of live birth rather than the birth certificate.
