If FEMA wantd to be there at the nursing homes without power, they’d be there.

I really don't know the procedure for getting FEMA involved. Does it have to come from the President?

Does anyone here know the rules? It would seem to me that FEMA can't just show up somewhere without orders/permission to do so from someone.
