From what I have seen of him on talk shows, he doesn't seem overly bright.

Phelp’s mother was a teacher. Most teachers who had Phelps told his mother the same thing, her son wouldnt amount to much. Phelp’s Mom never said too much to them as she didnt want to make waves etc.
I thin that is a fair assesment, but I also think he has a learning disability; so don't be too hard on him.
He has severe ADHD and this is a case of him having a fantastic skill that has saved him.
