A simple change in depreciation regulations (effectively a tax cut) will do more to stimulate the economy than either more welfare or individual income tax cuts. Just allow equipment that would be depreciated in 3 years or less to be expensed at time of purchase.
And experience has shown that lowering tax rates for the top bracket does a great deal for the economy, merely by allowing the top-bracket earners to not worry so much about tax-avoidance strategies.

Food stamps first, unemployment insurance next, infrastructure after that, and it goes on from there. If there was an IQ meter that could register a minus number, she could make it peg the bottom. This is just a way of keeping the people dependent on the government.
