Hello there. Does anyone know the proper procedure to dispose of the America Flag? I've accumulated quite a few I found on the roads, etc during the 9-11 days but they are ripped and torn....how do I dispose of them?

Also, is is legal for me to hang my flag upside down like that in my community?
