That bit at the bottom that looks like "[L 1982, c 182, §1]"? That means it was passed in 1982. Twenty one years after Obama was born.

Hawaii did accept foreign birth which they issued birth certificates before that date.

I'm sure most jurisdictions will generate a birth certificate for foreign births, in the right circumstances. Because there are legitimate reasons for doing it, like I pointed out before. That is not a suspicious activity by the state.

But you guys are assuming that this procedure means the state will *lie* about the location of birth, and there is no justification for that assumption.

Unfortunately,, Red, this document you sent me has an effective date of 1981, and only pertains to adopted children from foreign countries.

We need to do some more searching.
