After they challenged her and told her no seal and no signature were visible, then she said that.

But it's a scan of only one side, and the seal was there, just hard to see.

Realizing it's only an image on the internet, what she said is true. You can't validate an image. But that's not the end of the story.

Funny that the seal is easily visibile on other Certifications, also scanned on one side, as well as at least one Certificate, also scanned on one side only.

Also no matter what you say, I certainly can't see any evidence of the seal in the original "factcheck" supposedly scanned image. I'll bet others can't either

Certainly nothing shows up where the "seal" impression appears in the "photographs" produced well after people noted the lack of a seal. That would be above the word "this" in "INVALIDATE THIS CERTIFICATE" and to the right of "FATHER'S NAME" and "FATHER'S RACE". It should be just above the "reversed" "bleed through" date stamp, indicating when the COLB was produced.

There is also no sign of the fold which by the time photos were taken has "appeared".

If you'll check the "properties" of the images you'll see they come directly from the factcheck site.
