Did they offer the perfect climate and exactly how to spread the disease to the terrorists who might happen to read this as well?
In case they have some sort of bug phobia, they could include the blueprints to a crude nuclear bomb while their at it.

With blunders such as the killer bees that our over confident scientists have brought on us, not to mention our lapses in morality (IOW, indiscriminate screwing around) and the predictable increase in SDTs that has resulted, we're doing a fine job of it without the terrorists' help.

Why do anything so complicated. Just infect several suicide candidates with Ebola during one of the frequent outbreaks and fly them to the USA or elsewhere targeted.
Getting things too complicated isn't wise. Even a few deaths from a terrorist attack would have ripples through the economy we couldn't take just now.
Why they haven't done this yet suggests they don't want to unleash something they can't control (that is a good thing).

This is nothing new. The Japanese in WWII were harvesting bubonic plague to spread by flea in clay pots (with balloons) to attack America’s Western coast.
