The author forgets about the franchise. During colonial times, the voting franchise went to propertied men only. In fact to vote for representation in the upper house, men often had to own above a certain amount of property. These provisions carried over into many of the states of the new Confederated government and the various regional settlement policies. The requirments of property for voting privileges were finaly removed under the Constitution.

Welfare existed in England in the form of the poor or work house and in the religious tenets of charity.

When the United States began to experience large pockets of urban poverty or slums, public health required some government action to attempt to create a minimum standard of health. Otherwise, everyone -rich or poor became affected by disease. I believe these government/social/religious movements created a foundation for welfare programs.
