"The College enhances the value of the learning situation which causes the student to engage in progress toward his learning. By a variety of activities, the teacher proposes an environment favorable to the development of favored values in the educational project." Who the hell knows what that means?

Many of the Colleges in Montreal and Quebec are named in a similar fashion because of the influence of the Catholic religion. Loosely translated the item you posted outlines the aims and objectives of enticing learning and engaging positive elements in an favorable environment at Notre Dame Sacred Heart College. After providing a loose translation of what you provided no this is an entirely different school.
