Since Minnesota is the only state in which the election is not final, couldn’t Governor Pawlenty refuse to sanction the election and demand that Obama produce the proper birth certificate? Does he have the balls to do it if he could?

Short answer, no. Long answer: Pawlenty is a RINO at heart and the fundamental Constitutional contract isn’t all that relative to such folks now.

The presidential election in Minnesota is final. Only the senatorial election (and some state races) were close enough to require a recount. The Minnesota electors met on Monday and made it official.

No, its too late.
The Minnesota Electors for Obama voted on Monday and sent their vote total on to Congress just like every other state and the District of Columbia. The Senate election has no bearing on the Presidential election.
