Since Minnesota is the only state in which the election is not final, couldn’t Governor Pawlenty refuse to sanction the election and demand that Obama produce the proper birth certificate?

The presidential election in Minnesota is final. Only the senatorial election (and some state races) were close enough to require a recount. The Minnesota electors met on Monday and made it official.
