California floated this and it was laughed out of Sacto. The gas tax already does this. More miles you drive, the more you pay in gas taxes. The heavier your vehicle, the more you wear out the road, but the poorer your mileage and you pay more in tax.

The current system works just fine.

They are just floating a prelude to a pure carbon tax to “fight AGW.”
