Just a guess, but Reid probably voted no as a parliamentary procedure. I believe Senate rules allow Senators who voted no to ask for revotes much easier than those who voted yes on a bill. McConnell and Lott would sometimes do that when the GOP had the majority.

I’m sure this is very un-PC, but when the news stories were showing various auto workers at their jobs, most of it seemed like semi-skilled work at best. I can’t believe they are paid as much as they are to snap parts onto things, etc. I thought a robot could do most of it.

The Majority leader always votes no when he's going to lose so he can bring it back up for a vote later. Frist used to do this all the time when he fell short of breaking Dem filibusters.
