It would seem to me that if BO is declared not elgible, Bella Pelosi would assume POTUS.

We presently vote for a team (Bambi and Plugs) so if one on the team is inelgible, the whole team is.

Speaker of the House is third in line. If Obama and Biden end up being sworn into office, and then Obama is disqualified, Biden would become President. Only if something happened to Biden would Pelosi become President.

Actually we vote for electors for P and VP. The ineligibility of the one does not affect the other.
