Yes, absentee ballots should only be permitted to our military serving overseas.
Why only overseas? I was stationed in FL, WA, CA and VA during my military career and was not a resident of any of those states, did not want to be a resident of any of those states, nor was I required to be a resident of them as long as I was there by orders of the Navy. I voted by absentee ballot in my home state the entire time I was in except for the occasional election that matched with my being home on leave.
