The Bosnian government already has agreed to take back the detainees, all of whom immigrated there from Algeria before they were captured in 2001.

Sure. Send them to Bosnia so they can attend the terror training camps there or in Kosovo. Plus they can pass on their knowledge of being in US custody to others.
