Posse comitatus keeps the Department of Defense from enforcing civilain laws. The U.S. Coast Guard is a military force in the Dept. of Homelan Security. The Coast Guard can and does board your boat without a warrant even it it is tied up at a dock and you live on it. During heavy Mississippi river flooding a decade ago, the Army Corps of Engineers requested The Coast Guard provide boarding officers with force authorized qualifications to provide security if the Corps decided to blow the levees upstream to flood farmland areas and relieve the pressure on cities. The Obama administration can either rescind posse comitatus or transfer military, maybe National Guard, to a non Defense Dept. agency and bingo, you have a National SWAT team with armored vehicles and (black) helicopters. Worked real well at Waco huh? The question is, what makes Obama think he's going to need this kind of force?

Because he is going to do or implement something that he knows a LOT of people are not going to like?
