A lot of socially conservative folks from rural areas who are still waiting for the steel mills to open again, and are content to rely on financial support from various levels of government until they do.I've noticed that a lot of those socially-conservative rural PA voters work for school districts, federal/state/local government or PENNDOT (maintaining the state's extensive road network). Every election they get put to the test: your values or your livelihood.
