I would say you are 100% correct. This is further evidenced by these statements:

Obama states:”..as opposed to saying if technology allows us to use coal in a clean way, we should pursue it

but then he also states:”every unit of carbon or greenhouse gas that was emitted would be charged to the polluter.”

In other words coal would be allowed as long as CO2 is not produced.

Question for Zero:
How can coal be used to produce energy without generating CO2?
