Yup. No actual nuclear detonation so no gamma rays or irradiated particles with a long half life. Dirty bomb will have alpha and beta particulate matter. Stopped by clothing & dangerous only if ingested. Biggest issue with a "Dirty Bomb" is the explosion itself.
Disagree. You're looking at it from a purely technical standpoint. The terror value will eclipse the destructive / health power of a radiation weapon. The economy will not just falter, it will die.
