The MSNBC noisemaker Chris Matthews recently blasted Sarah Palin for remarks she had made to children regarding the role of the Vice President in the Senate, suggesting that the veep could have a policy role. Matthews screamed at McCain spokeswoman Nancy Pfotenhauer that Sarah didn't understand the Constitution, that all the veep could do was to break ties in the Senate.
That is the only specifically enumerated duty of the veep in the Senate, besides presiding over it, but the role is not Constitutionally limited to only that. But still, Matthews is a dull blade.
Here it is, from Article I, section 3 of our Constitution:
The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided. It says that the veep shall not have a vote unless the Senate is otherwise tied, but it does not say that the veep will otherwise sit there and drool.

I saw Chrissie going on and on about this. He kept talking about breaking a tie vote as if that’s all a Vice-President can do. And he insinuated that Dick Cheney took on powers to himself in an improper way. yadda, yadda, yadda..........
If Matthews had any IQ, he (1) would not be a slobbering DemoRAT, (2) would get an honest job where he could earn a reputation of doing something honest and positive for America, earning a living that would generate some respect.

Jeez, if that is what he thinks about the VP, why didn’t he make a stink over Gore, and over Hillary. Don’t remember the prez’s wife having a constitutional role at all.
I think if we win this, Vice President Palin should actually exercise the role of presiding over the Senate, at least during times when important matters are being debated and voted on, and she should use the chair fairly ruthlessly, just to gall folks like Chrissy.
Let’s look up “preside” in Johnson’s Dictionary, the standard when the Constitution was written. Preside: “To be set over; to have authority over.” President: “One placed with authority over others; one at the head of others. Governour; prefect. A tutelary power.” Is it not interesting that the same word is used for both the president of the United States and the president of the Senate?
Recent Presidents have talked about various roles for a Vice President in their Administration. Al Gore comes to mind. It only shocks prissy Chrissy that Governor Palin might have a policy role.
Forget morons like Mathews and his ilk.
She should preside over the Senate to gall, Reid, Dodd, Frwank and the rest of the socialist turds.

The VP as presiding officer of the Senate can stop debate and votes if there is no quorum present and can rule debaters out of order if they stray from the proposition at hand....like slipping ammendments into bills that haven’t been debated, etc. It’s all in Robert’s Rules and could be a full time job if she wanted it instead of the stooges that act as President-Pro Tem.

Mathews is a perfect example of the Peter Principle......a nitwit who has been promoted to his highest level of incompetence.
I don’t have the specifics handy, but I have read that Thomas Jefferson, who was VP when John Adams was president, had an active understanding of the VP’s role as president of the Senate. By the way, I think Jefferson would have been happy to see Palin come along, who well fits his ideal of the citizen politician.
