Nope.

In the first place one actually can get a passport without a birth certificate.

In the second place Hawaii will issue a Hawaiian BC to a foreign born child upon adoption by Hawaiian parents, with the adoptive parents listed as birth parents.

This is why seeing the vault copy is an issue.

Would such a document list Hawaii as Place of Birth?
