Since determining the citizenship of a candidate for the Presidency is a provision inside the US Constitution, my guess is that the responsibility for ensuring proof of citizenship is an implied responsibility of the Supreme Court. They would then hand enforcement responsibilities of their findings/rulings over to the Justice Department. The openly partisan nature of the presidency and the congress would also argue for this being a Scotus responsibility.

Maybe there’s more to drug use in his medical records. Who knows — perhaps he acquired ‘crabs’ or something like that while in college and that’s the reason his medical records from that era are being kept secret. I suspect that, if that were the case, that the medical clinic(s) in said institutions (Harvard, Columbia) would have those records sealed and stored away or purged, since he attended those schools decades ago.
So when does the court say, “No”?
