She could be following the Commanding Officer on board. You can’t see the whole picture.

...Most likely saluting an accompanying Officer. Only the Commander and Chief, as a civilian, would be expected to return a salute. You must not have been in the military. Palin is doing it correctly.

VIPs are saluted. Mrs. jimfree and momma jimfree were saluted on arriving at my commissioning ceremony in 1980. I believe Gov. Palin appropriately returns the salute with her smile.

Civilians do not salute. I do not know the operative protocol regarding the Veep, which she is not -— yet.
POTUS, of course, being C-in-C and the most senior military official, would return salute. Navy personnel do not render the salute when uncovered.

I didn't, either. Could these be Alaska National Guard sailors, perhaps, who are under the command of the governor unless and until their units are federalized?
