If I’m not mistaken, RICO is designed to move fast in order to throw a net over mobsters. But yes, if this report is correct, there would be a knee jerk temptation to ‘new tone’ this ‘close to the vest’ into the ‘sweet by and by’.

While that is the general pblic perception, only about 25-30% of RICO prosecutions involve what is traditionally called "organized crime". It was also specifically designed to go after corruption in government, including law enforcement agencies and courts amongst other organizations.
