That's another sop that props up institutions and managers who made bad decisions.
Until we BANKRUPT the guys who made bad business decisions, this will not end.
Until we FORECLOSE the people who bought houses they couldn't afford, this will not end.
The Government getting in the way of the Free Market was the problem in the first place.
