Lower income Americans who don’t pay federal taxes and in many cases earn tax credits.

I agree. I would like to know. It seems to be a country club Republican misperception that the lower middle class does not pay taxes. In my life, I have made as little as $10,000 and, even as a single parent with two depedents, had to pay FIT, SIT, FICA etc. I don’t know where they are getting their information. Most people at that level don’t itemize, because they don’t own a home.

38% pay no taxes, so if there is a payout to 95% of Americans, some of it is tax refund (58% of recipients) and some of it is income redistribution.

35% of the recipients would be getting income redistribution.
