A birth certificate isn’t necessary for a US Passport.
A “Statement of No Record” and a DS10A signed by an older blood relative suffices.
But, in Obama’s case, I’m going to assume he merely renewed his mom’s ‘family passport’ that he traveled under as a baby.
One can get a passport without a birth certificate. All you really need is a 'Certificate of No Record' and a DS-10A signed by an older relative that swears you were born in America. They'd like a bunch of other stuff (Baptismal records, early school records, entry in the family Bible or koran, doctor's records, etc.) but if push come to shove a DS-10A and a certificate of no record suffices.
First, you don't have to have a birth certificate to get a passport. Passport requirements from the Department of State. It can be a Consular Report of 'birth abroad', it may be a Naturalization Certificate, or even a Certificate of Citizenship among other things. Any of these could be proof of 'naturalization' but not 'natural born' as required to be President. In other words having a U.S. passport does not = natural born and does not = qualified to be President.
Secondly, as you may recall, there was an attempt to break into Obama's passport records to determine what was in there by somebody. Interesting wouldn't you say????
