I see San Leon here on this map,
which finally gives me some
directional/location reference.

Note the zone stops at the far
west end .. so that area seems
to apparently be OK.

San Leon is marked wrong on that map. San Leon is by Texas City which is above Galveston Island (Google Maps has San Leon to the west of Texas City along the bay shore)

The maps seem to have San Leon all over the place. On Yahoo maps, type in Bacliff, Texas - San Leon is the area just south and east of there. It curves around Dickinson Bay.

My favorite place to go in San Leon to watch the pelicans glide over the bay and the Monk’s Parakeets nesting (see photos):
