OK. The fog being the reason for turning away was given by the KHOU TV studio talking heads. Here is the raw video segment of that where the chopper is told to turn away. At 55 seconds into it the guy who is talking
in the chopper tells the station that Galveston is a no-go. He gives a reason, not being a pilot I can't understand it. Maybe someone else can give it a go?
Video here - 55 seconds in
The TV audience could not hear the chopper conversation.

The chopper pilot talks about “TFR” forcing them above 2000 feet. That means “temporary flight restrictions”.

He says that he is unable to do Galveston as “the current TFR (Temporary Flight Restrictions) are forcing us over 2000 feet.”
In other words, given the crappy visibility that’s evident, he’s saying that since he has to stay above the rescue helos at Galveston they won’t get any usable footage.

(Overwhelmingly superior firepower and the willingness to use it is the only proven peace solution.)

TFR = Flight Rules, not sure what the T means.
News aircraft are restricted to being above 2500ft while search & rescue operations are in progress.
So he’s saying not worth it because they can’t fly low enough to see anything.
