The report is 420 pages long and is broken into two parts, each part (1 and 2) broken into additional PDF's of a, b, and c (to make the PDF's smaller)...
From the information in Part2A, the information on Bill Ayers starts on page 188 of the report.
In that report, Bill Ayers made a trip to Cuba as part of the Weather Undergound.
He came back with $2,000 he did not on departing for Cuba. Foreign agents tend to get money from other governments (hostile to the USA such as Cuba), in this fashion...
You might try googling the exact title of the document you have linked to, then seeing if the html option is available. I'd try it myself, but from just now briefly attempting such --- you seem to have editorialized the title (?), making search from my own limited perspective more difficult.
It could be in there (in the results)...but the top entries googling the exact title you have given [above] fail to bring up an "FBI" source file.
I don't dare trying to open such a large PDF on the old laptop I'm using at the moment, since it's highly probable that a major crash would ensue. Having no desire to reload the OS on this machine, once again, or even run the "fix" option (sometimes that works, sometimes it doesn't), leaves me only able to offer unsolicited advice.

I’m absolutely stunned by the amount of coordination between the Weather Underground the the North Vietnamese (and their subordinate VLF people) during the war. I knew there was some, but these people were clearly rendering aid and comfort to the enemy.
I am now downloading the PDF in question on my home computer, and I may try to copy from the PDF the section on Bill Ayers so you can read it from the FBI.
One part of the section on Bill Ayers is a speech he gave at the University of Oregon...
These documents were once TOP SECRET by the FBI, and it said that Bill Ayers was wanted by the FBI.
I don't know if the statue of limitations ran out on Bill Ayers or what...
I think someone/we should cross-ck the names in this FBI file to Hussein's donors and staff.

I started reading those names today...their connections with Cuba, the PLO, and Moscow are stunning.
This report reads like a spy novel....I have been posting it all day asking everyone to read it.

Bill Ayers is a white male who was born on December 26, 1944, in Oak Park, Illinois. AYERS was one of the authors of the "Weatherman Statement" upon which the WUO was founded in 1969 and has been considered to be one of the leaders of the organization since its founding. Although AYERS was not arrested during the WUO "Days of Rage" he was one of the leaders of these riots. AYERS was also one of the more influential people attending the WUO "Flint, MIchigan War Council." AYERS submerged into underground in early 1960 and remains therein. AYERS younger brother RICHARD JAMES AYERS, who is presently being sought by the FBI for desertion from the military service, and his former sister-in-law MELODY KAY ERNACHILD have been active in the WUO underground.
Foreign Travel and/or Contacts
On August 15, 1969, it was learned that AYERS was scheduling himself to depart for Canada that date for the purpose of conferring with a group of thirty individuals who have been in Cuba during the recent past and were due to arrive by boat on August 16, 1969. (It is noted among those individuals returning to the United States via Canada at that time were such WUO functionaries as TED GOLD, BERNADINE DOHRN, DIANA OUGHTON, DIONNE DONGHI and ELEANOR RASKIN.
On July 29, 1969, AYERS made a speech on the campus of the University of Oregon, Eugene, Oregon, during which time he discussed the SDS's role in the Vanceremos Brigade and promoted this trip to Cuba. During the course of this speech AYERS commented as follows in response to a question about the Brigade:
In November and beginning January, SDS was involved in sending 150 people, both times to Cuba to cut cane, to cut sugar, as part of Cuba's program to create, to put out 50 million or what is it 100 million, 10 million tons of sugar.They are not being paid because they are not honkeys who need to get paid in order to serve the people, and what they're going to do is, there will be about 75 SDS people on each trip and about 75 people from, recruited from the Black Panther Party and Young (... illegible ...) organizations, and other black and brown organizations that will go to Cuba, are going to live and learn about the country, by going to work to create and helpthe Cubans create a solid economy in the face of an economic boycott by the United States, in the face of constant threats by the United States, in fact a couple of invasions that didn't work because the Cuban people were too well armed and well educated. The Vanceremos Brigade is an idea which is an attempt to show the people of the world that all Americans aren't solid in their nature of Cuba, and that all Americans aren't solid in their support of the economic boycott of Cuba, and so we are going to go and we are going to attempt to, attempt to help the Cubans in their efforts. DAVID JOHNS from the (SDS) National Office is one person who 's going on that trip, other people here who are interested should talk to BILL THOMAS from Portland afterwards because he's got, in Portland, he's got applications. It's a simple matter, if you're under 17 you need your parents' permission. Yes.
After the WUO submerged into an underground status, BILL AYERS and NAOMI JAFFE traveled to Canada for the purpose of meeting with representatives of the Quebec Liberation Front. When the pair returned, AYERS had $2,000 in his possession that he definitely did not have when JAFFE and he went to Canada.
From what I've gleaned from other recent readings concerning Ayers, the case (cases?) against him was/were somehow bungled, mis-handled, failed due to technicality, etc. Whether any time limitations applied, I do not know. Sorry (again) but I can't cite my "sources". Can't remeber well enough, just who wrote what. Only repeating here, what is being said in some quarters. Not necessarily from Obama apologists, either, it seemed to me.

Some of these people have subsequently become professors at various colleges/universities. Hard to believe they’d be allowed to draw a paycheck from government funded institutions.

Perhaps the answer is as simple as Teddy Kennedy's excuse when Teddy killed Mary Jo.
In the 1930s, Joseph P. Kennedy (Sr) was a powerful political person and continued that until his death.
In the case of Bill Ayers, his father was Thomas Ayers, Chairman and CEO of Commonwealth Edison (1973-1980) and also Chicago philanthropist and the namesake of the Thomas G. Ayers College of Commerce and Industry.
I imagine that Bill Ayers had some protection from the Daly Political Machine in Chicago.
If I was a prosecutor, I would not try to convict such a person after a long period after he committed the crimes of the late 1960's and early 1970's.
I imagine Bill Ayers had powerful friends to help him go underground -- to spare his father embarrassment as perhaps people in the Democratic Party -- though this is speculation...
He should have been prosecuted...
