No, Pelosi is not doing that. It is the Senate that is holding pro forma sessions to prevent Preseident Bush from making recess appointments.

The House is in recess. That is why the Republicans can take the floor each day like they are doing.

Actually, I think that this is happening in the Senate but NOT in the House. Reid wants to prevent recess appointments.
