S.F. fund aids teen felons who are illegals
San Francisco Chronicle ^ | 8/3/8 | Jaxon Van Derbeken

As San Francisco's juvenile justice system shielded young illegal immigrant felons from possible deportation, Mayor Gavin Newsom's office gave grants totaling more than $650,000 to nonprofit agencies to provide the underage offenders with free services - everything from immigration attorneys to housing assistance to "arts and cultural affirmation activities," city records show.

Newsom has said the city began its policy of not referring young immigrant offenders to federal authorities for deportation under previous mayors, and that he reversed the practice after he became aware of it this year. However, in 2006, the Mayor's Office of Criminal Justice - a community outreach arm of Newsom's office - created a grant program specifically designed to assist, rather than deport, "undocumented, unaccompanied and monolingual" immigrants who were in the custody of the city's Juvenile Probation Department or on juvenile probation, according to city documents.

The city provided $467,000 to three nonprofit agencies under the grant program from mid-2006 and mid-2008, records show, and another $200,000 was approved for two of the agencies for this budget year.

Newsom's office created the program, in part, to deal with an influx of Central American youths being housed on drug charges at San Francisco's juvenile hall, according to those familiar with the grant. Crowding at juvenile hall had led to protests among youth advocate groups.

"A key goal of this project is to assist these individuals to successfully navigate the juvenile justice system and achieve stability within the community setting," according to a 2006 invitation issued by Newsom's office for agencies to bid for grant money.

The grant language said the youths "require extensive support" to overcome "multiple complex barriers" in the justice system.

Money for the effort came from the pot of discretionary funding that the mayor's office receives each year as part of the ...budget.

Newsom didn’t resign after being culpable in the deaths of the three murder victims in one family. What else can you say about a guy like that?

After “aiding” them, they “aid” them further by shipping them to San Bernardino County.....

She also almost sunk the Hillside Strangler investigation.
The cops found out that the Hillside strangler had worn a prototype new style of sneakers and that less than 100 had been sold. They were tracking down the buyers when she blabbed this info during a press conference. Ramirez then threw the sneakers off teh golden Gate Bridge.
Thanks Fineswine.

lots of stuff - but will only add that newsom refused to meet with the wife and mother of the victims

the voters must agree with him

“She also almost sunk the Hillside Strangler investigation.”

Correction. It was the Night Stalker case. She also Id’ed the type of gun as well as the shoes. Ramirez dumped both off the GG Bridge. The LA detectives covering the string of murders in LA were livid.

Money to subsidize illegals came from the pot of discretionary funding that the mayor's office receives each year as part of the ...budget.

Do the research on timelines when the legislature voted to issue tax-exempt bonds. These bonds were then sold to tax-exempt investors.

SF then applied for and was issued state grants, for specific purposes. SF probably illegally converted tax-exempt revenue from state grants for undesignated purposes for illegals WITHOUT THE KNOWLEDGE AND CONSENT OF INVESTORS.

MISLEADING BOND INVESTORS IS A BIG NO-NO Investors in tax-exempt bonds were clearly misled about the use of tax-exempt bond revenue. The SEC closely monitors tax-exempt bond sales. The SEC takes a dim view about misleading tax-exempt investors and the misuse of tax-exempt bond revenue. So does the IRS.

========================================

HERE'S WHAT TO DO:

(1) Express your concerns about misappropriation of tax-exempt bond revenue.

EMAIL enforcement@SEC.gov.

(2) Contact the IRS to report suspected tax fraud and tax law violations by officials using tax-exempt bond revenue in ways not disclosed to investors.

IRS TOLL-FREE Tel 1-800-829-0433 You may remain anonymous.

(3) Elected and appointed Texas officials who mishandle tax-exempt financial matters should be reported for fiduciary negligence.

EMAIL askDOJ@USDOJ.gov

(4) Demand that SF banks holding tax-exempt bond revenue immediately conduct an audit and reveal their findings (or you will report the banks to state and federal regulators).

(5) Bond sales that were put to referendum for vote are also subject to penalties, since voters were misled when SF illegally converted tax-exempt bond revenue WITHOUT THE KNOWLEDGE AND CONSENT OF VOTERS.

The continuing presence of Newsom in the mayor’s office says all we need to know about SF voters. The day after the munutemen called for the mayor’s resignation and two weeks after the murders people demonstrated for illegals on the steps of city hall.
