Is U.S. Bioterror Attack Just A Matter of Time?

The overriding question is whether the U.S. is “ready” for a bioterror attack. The answer could well rely on the “other” question of what bio-agent and what’s the source? In 1991, 40,000 Russian scientists dispersed throughout the World, with knowledge of what the U.S.S.R. was doing in chemical and biological weapons. The question is to whom did they sell their knowledge? Some believe former Soviet scientists sold technology to countries like Iran, Syria, and North Korea. Lurking is the spectre of al-Qaeda, a group that the Pentagon says continues to pursue biological weapons.

Another scenario is an outbreak of a pandemic. How would the U.S. deal with an infectious disease outbreak? The picture, despite reassurances, is not pretty. Until now, the U.S. has experienced two major biological attacks.

In 1984, the Bhagwan Shree Rajneesh and his followers attempted to take over the town of the Dalles, Oregon by contaminating salad bars in the town. In 2001, there was the as yet unsolved mystery of the anthrax letters that killed five people.

But the question of bioterrorism extends to potential threats against our food supply and our clean water resources. It also extends to the threat of outbreaks of diseases in our animals populations. Here, the concern are diseases that attack animals but that can jump to humans. These are referred to as zoonotic diseases. The World Health Organization defines zonnotic diseases as:

Treasury Targets Somali Terrorists

Washington, DC—The U.S. Department of the Treasury today designated three members of al-Shabaab, a violent and brutal extremist group in Somalia.

“Today’s action targets three leaders of al-Shabaab, an al Qaida-linked terrorist group that uses lethal tactics to undermine peace and civil society in Somalia,” said Adam Szubin, director of Treasury Office of Foreign Assets Control. “These terrorist commanders have had direct involvement in the kidnappings and cold-blooded murders of numerous Somali officials and civilians and they should be cut off from the world’s financial system.”

Al-Shabaab has used intimidation and violence to undermine the Somali government and threaten civil society activists working to bring about peace through political dialogue and reconciliation. It has claimed responsibility for shooting Deputy District Administrators in Somalia and for several bombings and shootings in Mogadishu targeting Ethiopian troops and Somali government officials.

In addition to attacks that have killed or wounded various Somali government officials, al­-Shabaab claimed responsibility for the February 6, 2008 bombings in Boosaaso, Puntland, which killed 22 Ethiopian civilians and wounded 66.

Further, a number of al-Shabaab members are affiliated with al Qaida, and many of al-Shabaab’s senior leaders are believed to have trained and fought with al Qaida in Afghanistan.

The U.S. Department of State named al-Shabaab as a Foreign Terrorist Organization and a Specially Designated Global Terrorist on February 26, 2008.

Today’s action was taken pursuant to Executive Order 13224, which targets terrorists and those providing support to terrorists or acts of terrorism. Any assets these individuals hold under U.S. jurisdiction are frozen and U.S. persons are prohibited from engaging in any transactions with the designees.

Ahmed Abdi aw-Mohamed is the founder and a current leader of al-Shabaab. Issa Osman Issa has a leadership role in al-Shabaab and has served as a commander of al­-Shabaab forces in Somalia.

In late April 2007, Issa led a militia assault against Mogadishu’s Basil Hotel, which was often frequented by Ugandan peacekeepers. He also was reportedly involved in recruiting an individual to carry out a successful April 2007 suicide attack against the Ethiopian military presence in Afgooye, Somalia.

Before al-Shabaab’s creation, Issa was one of the operatives who fired the surface-to-air missiles used in the failed 2002 attempt to shoot down an Israeli airliner in Mombasa, Kenya. Issa was also involved in the planning of the near-simultaneous attack in 2002 against the Paradise Hotel in Kikambala, Kenya, in which a vehicle-borne explosive device struck the hotel, killing 12 and injuring 40.

Treasury Designates al-Qaida in Iraq Facilitator

Washington, DC—The U.S. Department of the Treasury today designated Redouane El Habhab, a Germany-based terrorist financier and facilitator who has provided financial support and other services to al-Qaida in Iraq (AQI).

“We must remain vigilant in our efforts to shut every funding stream terrorists and their supporters exploit to carry out attacks in Iraq and around the world,” said Adam Szubin, director of Treasury’s Office of Foreign Assets Control. “The power and reach of the UN’s counterterrorism authorities continue to be critically important tools to shut down financing conduits wherever they may develop.”

Redouane El Habhab has supported AQI financially, through payments to the group, and logistically, by facilitating the smuggling of “violence prone activists” into Iraq.

On January 24, 2008, the Schleswig-Holstein Higher Regional Court in Germany convicted Habhab of having provided support to a foreign terrorist organization and sentenced him to a five year, nine month prison term. Habhab initially appealed his sentence; however, he subsequently withdrew this appeal, and he remains in prison in Lübeck, Germany. On November 12, 2008, Habhab’s name was added to the Consolidated List of the U.N. 1267 Committee, which obligates all U.N. member states to freeze his assets and prevent his travel.

Redouane El Habhab was designated today under Executive Order 13224, which targets terrorists and those providing support to terrorists or acts of terrorism. Any assets Redouane El Habhab holds under U.S. jurisdiction are frozen and U.S. persons are prohibited from engaging in any transactions with him.

Following is a joint statement by the United States and Brazil announcing the expansion of cooperation on biofuels to advance security and promote sustainable development.

Today, the U.S. and Brazilian governments announced an expansion of cooperation on biofuels under the Memorandum of Understanding signed in 2007 to advance their shared goals of energy security, sustainable development, and environmental protection.

U.S. Secretary of Agriculture Ed Schafer and Brazilian Foreign Minister Celso Amorim, meeting at the International Biofuels Conference in São Paulo, unveiled plans of the two governments to expand scientific collaboration in biofuels and to work with five new countries in Africa, Central America, and the Caribbean interested in developing their domestic biofuels industries.

Bilaterally, Secretary Schafer and Minister Amorim welcomed an agreement signed on October 3, 2008 between the U.S. National Renewable Energy Lab (NREL) and Petrobras’ Center for Research and Development (CENPES) to accelerate the development and integration of next generation biofuels feedstock, production, and distribution systems in the U.S. and Brazil. This cooperation is the result of the reciprocal scientific exchanges and high-level visits that have occurred over the last year under the aegis of U.S.-Brazil biofuels cooperation.

In Third Countries, the governments announced new partnerships with Guatemala, Honduras, Jamaica, Guinea-Bissau, and Senegal. These new partners, along with the Dominican Republic, El Salvador, Haiti, and St. Kitts and Nevis, comprise a total of nine partner nations to benefit from U.S.-Brazil biofuels collaboration. In the initial tranche of countries, the United States, Brazil, and MOU partners (IDB, OAS, and UN Foundation) have obligated over $4.3 million across twelve projects that are underway. All partners are working to develop local biofuels industries to reduce dependence on imported fuels and promote sustainable development.

Globally, members of the International Biofuels Forum (IBF) are advancing the commoditization of biofuels through cooperation on technical standards. To promote biofuels sustainability, the United States and Brazil, working through the Global Bioenergy Partnership (GBEP), are developing a methodological framework to assess biofuels’ greenhouse gas emissions and benefits, as well as voluntary, science-based sustainability criteria and indicators.

Finally, Secretary Schafer and Minister Amorim highlighted the key role private industry will continue to play in spurring innovation in biofuels technologies, and in bringing the needed investment to grow the global market. The Private Sector Advisory Board to the U.S.-Brazil Biofuels Steering Group is discussing a partnership that will accelerate the integration of next generation biofuels technologies in U.S. and Brazilian markets.

New Report Calls Nuclear Terrorism Serious Risk

A new report says the world still faces a serious risk that terrorists could obtain a nuclear bomb and urges President-elect Barack Obama to make reducing that risk a top priority of U.S. security policy and diplomacy. VOA correspondent Meredith Buel has details from Washington.

The new report, called “Securing the Bomb 2008,” says major progress has been made to reduce the danger of nuclear terrorism.

The report warns, however, there are still major gaps in these efforts and says the risk of terrorists acquiring a nuclear weapon remains unacceptably high.

The author of the report, Harvard professor Matthew Bunn, says the potential for a disastrous attack is very real.

“That would incinerate the heart of a major city,” he said. “It could turn the center of Washington, D.C. or the center of Manhattan into a smoking, radioactive ruin that would be unusable for decades to come. That would have profound and catastrophic affects on our society, really reverberating around the world.”

The study is the seventh annual report from Harvard University’s Belfer Center for Science and International Affairs and was commissioned by the Nuclear Threat Initiative, a nonproliferation group based in Washington, D.C.

The report details a series of events around the world in recent years it says highlights the risk of poor security at nuclear installations.

These include an armed break-in at a South African site with hundreds of kilograms of highly enriched uranium, the arrest of a Russian colonel for soliciting bribes to overlook violations of nuclear security rules and the increasing terrorist threats amid the ongoing strife in Pakistan.

The report says the materials for a nuclear bomb exist in hundreds of buildings in dozens of countries.

Professor Bunn says there are currently about 130 research reactors around the world that still use highly enriched uranium for fuel.

“I think they are a quite serious concern because many of these facilities have very minimal security measures,” he said. “Some of them are on university campuses and other locations where it is really not plausible that you would ever have the kind of security that in my view is required when you are talking about potential nuclear bomb material.”

The report says there has been progress in the former Soviet Union in recent years. It says U.S.-sponsored security upgrades have been completed for 75 percent of the buildings that contain weapons-grade material and for about 65 percent of Russia’s nuclear warhead sites.

The study says major issues remain, however, ranging from insider theft and corruption to chronic underinvestment in nuclear security.

The report also recommends expanding efforts to secure nuclear materials in China, India, Pakistan and South Africa.

The study contains an agenda for the next U.S. president to prevent nuclear terrorism and Professor Bunn says President-elect Barack Obama needs to accelerate efforts to combat the threat.

“They really need a comprehensive strategy to prevent nuclear terrorism, starting with locking down nuclear stockpiles all over the world, making sure that every nuclear weapon, every kilogram of plutonium or highly enriched uranium, wherever it may be, is secure and accounted for,” he said.

Professor Bunn says the Obama administration should appoint a senior White House official, with direct access to the President, to supervise all efforts focused on preventing nuclear terrorism.

The European Union has launched a vast online library offering people across the globe access to millions of books, movies and other items from the 27-member block. Lisa Bryant has more on Europe’s efforts to showcase its cultural heritage - via the Internet.

Call it the 21st century version of the famous Alexandria library that served as a hub of knowledge in ancient times. Europe is offering a similar trove of information via the Internet - allowing users to access tens of thousands of paintings, books, manuscripts, sound recordings, newspapers and other items from across the European Union.

European Commission spokesman Martyn Selmayr says the Europeana digital library is planning to expand enormously in the years to come.

“Today its just the beginning,” he said. “We have two million objects today on Europeana - cultural objects which exist in digital form. Our objective is to have by the year 1010, 10 million digitized objects available from all over Europe and they will be offered in 23 languages so that everybody around the world has access to these cultural heritages of the European Union member states.

That includes digitalized representations of masterpieces from the Louvre museum in Paris or manuscripts of composers like Beethoven - or books from libraries around Europe - although only a small fraction of the region’s 2.5 billion books will be available online in the coming years.

The project is one way to showcase the European Union - this time through its cultural heritage.

“On the one side it shows that Europe is made up not of a single unified culture but that it has 27-member nations and each one of them has a very long history,” said Selmayr. “It also shows what we have in common and gives the perspective of the neighbors.”

“For example, the fall of the Berlin Wall - very important for German history and also for European history - is something you can find on Europeana in the form of a film that is today stored in the French national audiovisual institute. Germans, Hungarians, British citizens and also Americans can see this big event, but through the eyes of French citizens,” he continued.

Mexico Arrests Interpol Liaison in Drug Probe

Mexican authorities have arrested a senior police official for allegedly working with drug cartels.

The arrest Tuesday of Ricardo Gutierrez Vargas, Mexico’s representative to the international police force, Interpol was part of a probe into leaks of information to drug gangs.

Mexico has seen increasingly brutal drug-related violence, which has claimed thousands of lives.

In Tijuana, federal agents and military forces are temporarily replacing hundreds of police officers responsible for patrolling the crime-ridden border town. Five-hundred police officers were sent to training and will undergo background checks.

Earlier this month, the top officer of Mexico’s federal police force, Gerardo Garay, stepped down following allegations senior officers had helped drug traffickers.

President Felipe Calderon has deployed about 36,000 troops around the country to battle violent drug gangs.

More than 4,000 people have been killed in drug-related violence in Mexico this year. Much of the violence takes place in northern Mexico, where traffickers smuggle drugs over the border into the United States.

A student was shot and wounded Friday at a dormitory at Savannah State University.

University spokeswoman Loretta Heyward said the shooting happened between 11 a.m. and noon Friday at the historically black college on Savannah’s south side.

She said campus officials don’t have more details.

The Henderson Airport, is where the plane departed from a couple days ago, that was dropping parts of itself in Kingman yards....and had to land at the Kingman Airport.

Two men from China face sentencing today after pleading guilty to
economic espionage against the United States.

The two engineers – Fei Ye, a citizen of the U.S., and Ming Zhong, a
permanent U.S. resident – each face a maximum of 30 years in prison
after confessing to stealing microprocessor designs from their Silicon
Valley employers in 2006. The duo planned to smuggle the designs to
China to launch a government-sponsored startup company there.
