What makes them think that the criminals will obey this law any more than the ones they broke that make them criminals in the first place?

I’ve been told by several Chinese and Taiwanese friends that Dung was the working brain behind Mao, the one who understood the need for a more open and modern Chinese society. Is this what you mean? Didn’t he and Mao have a falling out later on?
Looks to me like they’re making an honest effort to keep thugs off downtown streets. However, I bet they could find some more effective ways to do this such as heavier police presence, plain clothes ops, etc.
