That's 10% per star/solar system of having the given factor, not a 10% TOTAL (universal) chance of the factor. Once you get all the 10%'s multiplied together, then you can multiply that by the number of stars in the galaxy, etc.

My mistake, I thought you were saying f(p) should also be 10%, though I still think f(c) should be a good bit greater than 10%.
