This is quite interesting with Andy Card and BOR.
Card is saying that when Tony was a speechwriter for Bush 41, he almost helped shape policy....
I thought that as well and if you remember one of the criteria he cited before accepting the press secretary position was access to the President including access to all policy meetings (obviously within reason there may have been ones for security clearance reasons he could not attend).
