Well, does it or doesn't it? I've always heard that it doesn't.

Only offshore of Texas, Louisiana, Mississippi, Alabama and a small portion of Alaska.

Gulf of Mexico (GOM) offshore Texas, Louisiana, Mississippi, Alabama all been full tilt for decades in state waters, the outer continental shelf (OCS) is federal and had to wait for technology to catch up for deep water E&P.

Florida, California, east coast etc are all Nimby but quite happy to consume what comes out of the GOM
