Gulf of Mexico (GOM) offshore Texas, Louisiana, Mississippi, Alabama all been full tilt for decades in state waters, the outer continental shelf (OCS) is federal and had to wait for technology to catch up for deep water E&P.

Florida, California, east coast etc are all Nimby but quite happy to consume what comes out of the GOM

There are plenty of well between CA and the Channel Islands, in fact, the 40th anniversary of one of them leaking a terrible mess is next year.
