Yes. Most old ones were.
That could be the same in Ohio; the folks at the health department knew my sister (there’s a guy that works whose nickname is “Moose”), but they will also send you a form that you can fill out, send back to them with a check and they’ll mail you a copy.
Could it be different in Hawaii though? With so many Asian variations, I wouldn't be surprised if nationalities are used, or even were used back then, instead of the race designations that continental Americans are used to. What race would most Hawaiians have called themselves back then?

Why is so much of the paper blank? Where are the mother and fathers dates of birth?
I guess this is the new look certification of live birth, as opposed to a regular birth certificate.
I understand JPG all too well. What I am referring to is that the background lacks artifacts across the board. Where the artifacts STAND OUT is allll around any of the letters. This thing has been tampered with. it is not B. Huseeins’.

I doubt it, but would have to research Hawaii administrative code to find out. When I got a copy of my daughter's birth certificate, you could only get a certified copy, but each state might be different. I kind of think since 9-11, the feds have placed certain requirements concerning the issuance of birth certificates. Without a stamp and signature, there is no reason to believe this is legitimate. But it does look like someone stole a blank sheet and printed stuff on it.
Theoretically, I could create an entire document with any info I choose in photoshop.
