Yes. Most old ones were.

I doubt it, but would have to research Hawaii administrative code to find out. When I got a copy of my daughter's birth certificate, you could only get a certified copy, but each state might be different. I kind of think since 9-11, the feds have placed certain requirements concerning the issuance of birth certificates. Without a stamp and signature, there is no reason to believe this is legitimate. But it does look like someone stole a blank sheet and printed stuff on it.
