The combover is not to hide just a normal receeding hairline. Word was a while back, as his hairline was starting to receed, Donald underwent some hairline reconstruction surgery that didn’t go well and he was left with bad scars across his head. The ridiculous combover is to hide the visable scars all over his upper forehead.
