As someone who has actually issued visas, I don't think you understand the process or the rules. We already have a process to screen applicants for work visas. Those numbers are limited and tightly defined. We don't allow everyone to enter this country who wants to work or even has a job offer. The visa itself is fairly tamper proof. The "problem" lies in the numbers allowed into the country. There are many more who want to come in than we can allow.
Once such a law was enacted ICE could start checking all employers to see if their workers were in compliance. After a few months of this the illegals would self deport.
We have things like the e-verify system. The problem is that employers like the inexhaustible supply of cheap, exploitable labor. We need to enforce our existing laws against employers who hire illegals. ICE is already making half-hearted attempts at checking, but they don't have the resources to really implement our laws. It would be helpful to have all state and local law enforcement officials with 287 [g] authority.
Need a guest worker program? Give these work permits an expiration date: say 3 years. After that workers have to go home and re-apply if they want to return.
Historically, guest workers don't go home. And do we really need all of these unskilled, uneducated workers when we have an 8.6% unemployment rate for blacks and 6.9% for Hispanics [April BLS statistics]? Let's start enforcing our existing laws. Attrition thru enforcement works.
