The names are all public. The list you want is called the International Genealogical Index. It is a subset of the much larger database containing all the genealogical information. You can go to the library and search for the information. The general policy is that names are not submitted for temple work unless the person has been deceased for over 100 years and their are no objections filed by the family to having the work done.
