I was thinking overall heat and discomfort, plus being an ugly dress.

Actually not all that ugly. Reminds me a bit of some of the stuff my grandmother wore. But grandma's dresses were light prints in the summer, and topped with a bonnet most of the time.

But it does not look like something for even springtime in Texas. (Except this year, what with the effects of global warming and all, it's been a cool spring in most places)

Seriously, it looks like a heavy wool gaberdine and yeah, far too heavy for this time of year. Like you said, my grandmother wore similar clothing, but it was meant for heat and it was made out of fabrics that suited.

If it’s a choice, I’m all for ugly dresses. I guess I see it more as just one more bit of control.
