Clement says that foremost in the Framers mind was a concern that the Militia would remain a viable option to the standing army. BS! If you go back and read the Framers' writings on the issue, it's clear that they intended that the PEOPLE should have the individual right to keep and bear arms, both for personal defense and for keeping the federal government in line, through the threat of armed revolt.
