ALBANY - Gov. Eliot Spitzer has been caught on a federal wiretap arranging to meet with a high-priced prostitute at a Washington hotel last month, according to a person briefed on the federal investigation.
An affidavit in the federal investigation into a prostitution ring said that a wiretap recording captured a man identified as Client 9 on a telephone call confirming plans to have a woman travel from New York to Washington, where he had reserved a hotel room. The person briefed on the case identified Mr. Spitzer as Client 9.
Mr. Spitzer today made a brief public appearance during which he apologized for his behavior, and described it as a private matter.
I have acted in a way that violates my obligation to my family and violates my or any sense of right or wrong, said Mr. Spitzer, who appeared with his wife Silda at his Manhattan office. I apologize first and most importantly to my family. I apologize to the public to whom I promised better.

The ring, known as the Emperors Club V.I.P., had 50 prostitutes available for appointments in New York, Washington, Miami, London and Paris, according to a complaint unsealed on Thursday in Federal District Court in Manhattan. The appointments, made by telephone or through an online booking service, cost $1,000 to $5,500 an hour and could be paid for with cash, credit card, wire transfers or money orders, the complaint said.
According to the office of the United States attorney in Manhattan, Mark Brener, 62, of New Jersey, was the leader of the ring, but delegated day-to-day business responsibilities to Cecil Suwal, 23, also of New Jersey. The office said that Ms. Suwal controlled the bank accounts, took applications from prospective prostitutes and oversaw two booking agents, identified by the authorities as Temeka Rachelle Lewis, 32, of Brooklyn, and Tanya Hollander, 36, of Rhinebeck, N.Y.

According to the arrest warrant, Client #9 was paying to get the woman to come from NY and his “credit” with Emepror was only $500 bucks. He had to make several phone calls and finally send more money before “Kristen” would go to Washington. So... apparently, this was not a one time thing.
