The blurb mentions that its journalist author has written a novel, but that statement accompanies his other articles too. I don't believe it's connected with the contents of the articles themselves. Though vaguely sourced -- it's supposedly what persons associated with the governments of Venezuela and Ecuador "think" ["piensan"] are the plans of their leaders) -- it indicates the concerns of many Colombians about a Chávez conspiracy against the government of their country (and incidentally against the United States).
Check out the responses to the article written by what appear to anti-communists and anti-socialists in Colombia and in Venezuela itself. Whether the particular steps envisioned in the article ever take place or not, those persons are taking the threat from Chávez very seriously.

Three members of the Congressional Hispanic Caucus — Luis V. Gutierrez (D., Ill.), Jose E. Serrano, (D., N.Y.) and Nydia M. Velazquez, (D., N.Y.) — along with local Hispanic politicians and leftist human-rights advocates, had been agitating for years on behalf of the FALN cases directly to the White House and first lady.
